On November 18, 1988, President Ronald Reagan signed into law the Veterans’ Judicial Review Act (Pub. L. No. 100-687), which established as a court of record the U.S. Court of Veterans Appeals. Pursuant to the Veterans Program Enhancement Act of 1988 (Pub. L. No. 105-368) and effective March 1, 1999, the Court’s name was changed to the U.S. Court of Appeals for Veterans Claims (CAVC). As a court of record, the court is part of the U.S. Judiciary and not a part of the U.S. Department of Veterans Affairs (VA). Which the (CAVC) has jurisdiction to over turn wrong decision by the (VA).
I am one of many Veterans, which have suffered deprivation of their due process rights, property rights and civil rights. For example Philip Cushman, who won his landmark case establishing guaranteed due process in the U.S. Federal Court system. The case, Cushman V. Shinseki (No. 08-7129), “which established the due process clause of the Fifth Amendment guarantees that an individual will not be deprived of life, liberty, or property without due process of law, the 5th Amendment of the U.S. Constitution, meaning due process of law has been interpreted to include notice and a fair opportunity to be heard,”
Then you have Veterans such as myself, Philip Cushman, Jeffery A. Truman, Charles Mahoney and Dolphus Collins, which between the five of us we have suffered a total of (203) years of systemic criminal misconduct by senior executives and low level managers at the (VA).
Which is horrific when Veterans such as the ones mentioned have submitted to the (CAVC) documented evidence of crimes committed during the adjudication of their cases/appeals at the (VA), and the (CAVC) consistently turns a blind eye and deliberately becomes ignorant of the crimes committed against our nations PATRIOTS.

After the (BVA) received the (CAVC) Remand Order, the (BVA) issued a Remand Order, remanding my appeal back to the New York Regional Office:

The most shameful part about the present state of mind and attitude by the (VA) & (CAVC), is that my appeal based upon the above mentioned links, is now around a total of 4,300 days in “Contempt of Court Order,” issued on September 14, 2005. Due to a litany of criminal acts committed during the (CAVC) Remand Order, issued with instructions/directives 38 U.S.C. Section 5109(b) AND 7112.
As you will be able to see I again filed another notice of appeal and petition in the U.S. Court of Appeal for Veterans Claims (CAVC), which will see the horrific criminal acts:

On August 17, 2015 the (BVA) sent a (CD) copy of the record before the agency (RBA), which I discovered while preparing for my brief of appellant that my former attorney Kenneth S. Beskin’s letter dated August 25, 2012 had been altered. Mr. Beskin’s letter was sent to the Veterans Affairs New York Regional Office informing them the FRAUDULENT June 12, 2012 compensation and pension examination and its report dated June 18, 2012 should be stricken from the record. Which the Veterans Affairs New York Regional Office issued a wrongful rating decision on March 25, 2013. Which I filed VA Form 10-0381 Civil Rights Discrimination Complaints on January 31, 2011, July 31, 2011, August 17, 2012 and August 19, 2012 pertaining to the FRAUDULENT compensation and pension examination and its report.
The four dates of those VA Form 10-0381 Civil Rights Discrimination Complaints were altered and removed from Mr. Beskin’s letter dated August 25, 2012. Which I immedaitely notified the (CAVC):
We Veterans have not received our due process rights due to the consistency of the (CAVC) turning a blind eye and deliberately becoming ignorant of criminal misconduct and criminal acts.
